Since most pharmacies accept all major plans, the consumer with insurance has no incentive to shop at the most efficient pharmacy, i.e., the one with the lowest costs for getting products from drug makers to the consumer.
Despite this "safety net," the number of independent pharmacies has dropped in half over the past 15 years. Chain pharmacies, mail order, supermarkets, and mass merchants have filled their place.
